The Circumstances
The Lord Howe Island Board is a small government agency delivering a wide range of government services in a very remote location. SpencerMaurice was commissioned to undertake an independent review of all areas of service delivery and operations.
A substantial program of highly sensitive community engagement and consultation was developed and delivered. It incorporated an online survey, a series of town hall drop-in events, and a series of meetings with key stakeholders within the island community. These gathered input on current services and pinpointed opportunities for enhancing services on the island.
A detailed analysis of legislation and regulation was carried out to determine how service delivery mapped to legislative and regulatory requirements, determine gaps, and estimate future resourcing requirements.
Benchmarking was carried to compare service delivery efficiency to other remote island communities. This work included a review of organisational structure, and workforce capability.
Financial impact modelling was carried out for the improvement opportunities, potential infrastructure investments, workforce adjustments, and asset management requirements. Financial impacts of these options on the island economy and the agency were modelled, including options for revenue raising levies and user charges.
A 170 page report was produced outlining the regulatory analysis, recommendations for organisational structure adjustments, improvement opportunities, detailed costings, and workforce impact analysis.
