The Circumstances

The Department is accountable for driving the state’s digital, data and innovation agenda. The agency is broad and diverse, delivering services on behalf of the NSW Government to the people of NSW. This includes providing services to other government agencies.

A range of ICT services and corporate shared services are offered to more than 50 NSW government agencies. These services are provided via formal agreements and MOUs, with an agreed service catalogue and pricing model.

The cost of delivering these services is funded in various ways, and includes some cost recovery from the client agencies.

SpencerMaurice was commissioned to carry out an independent costing review of GovConnect, to assess GovConnect’s funding position, budget position, produce a gap analysis of costings, and opportunities for improvement.
