The Circumstances

SpencerMaurice was commissioned to review the usage and handling of Personal Protective Equipment and Clothing (PPE and PPC) within the NSW Rural Fire Service, review potential remediation options to address specific known work health and safety risks relating to PPE / PPC, and develop a strategic business case to fund the proposed remediation and risk management program.

SpencerMaurice consultants carried out a review of NSWRFS Asset and Infrastructure and usage of PPE / PPC. This involved extensive data collection and analysis, as well as in-depth stakeholder interviews and comparative benchmarking against current work practices in place within other emergency services agencies across Australia.

A report was produced outlining a series of risk management and risk mitigation options, spanning infrastructure and equipment investments, adjustments to ways of working and service delivery, and training and culture change programs.

A series of collaborative design workshops were designed and facilitated by SpencerMaurice consultants, to align options with NSWRFS strategic priorities, and determine the preferred strategic responses, and parameters for the development of a strategic business case.

The outcomes of that process were used by SpencerMaurice to carry out financial modelling and an options analysis. This work was then developed further by SpencerMaurice into a draft strategic business case submission with cost benefit analysis for a major risk management and remediation program involving investments in infrastructure, equipment, and organisational transformation.
