The Circumstances

SpencerMaurice was commissioned by NSW Crown Lands to analyse the feasibility and potential benefits of reforms to the management of Crown Land waterfront tenures, which includes approximately 7,000 domestic licences and 570 commercial leases and licences.

The work involved a review of the portfolio of maritime occupancies, to understand the nature of different types of occupancies, determine systemic compliance issues, develop reform opportunities and potential improvements to business processes, and estimate revenue leakage across the portfolio.

  • Financial modelling of revenue leakage due to non-compliance.
  • Development of an Executive Briefing paper, and an options paper for policy and regulatory reforms.ย
