The Circumstances
The State Emergency Service (NSW SES) is a key agency within the New South Wales emergency services sector, which has approximately 500 employees, and more than 11,000 volunteers.
NSW SES had identified that there were significant inconsistencies in how policy documents, procedures, and other supporting resources were developed, deployed, and utilised.
There was also a need to improve performance management and governance mechanisms, to ensure policies remain fit for purpose and responsive to the changing needs of the NSW SES and the communities they support.
SpencerMaurice was commissioned to develop a revised Policy and Procedure Framework covering their corporate services and emergency services areas, and analyse and map their existing suite of policy and procedure documents against compliance obligations in the compliance register.
Our Approach
- Desktop review and analysis of existing Policy, Procedure, and Guidelines framework, and policy development processes.

- Co-design workshops and collaborative approach
Outcomes Delivered
- Co-development of a revised Doctrine / Policy Framework, covering more than 400 documents
- Development of updated procedures and governance for Policy and Procedure management
- Analysis and mapping of approximately 200 separate Policy, Procedures, Standards to Compliance Obligations
- Development of an implementation roadmap, Change Implementation Plan, including Stakeholder Engagement Plan
