The Circumstances

The NSW Department of Climate Change, Environment, Energy & Water (DCCEEW) is a large government department, which has approximately 6,700 FTE, spread across various entities.

SpencerMaurice was commissioned by DCCEEW to undertake a rapid functional review of all of the agencies and entities within the Department, to identify opportunities to reduce duplication of function, and improve efficiencies and organisational performance.

The following entities were included in the review:

  • National Parks and Wildlife Service (NPWS)
  • Heritage NSW
  • Water Group
  • Energy, Climate Change and Sustainability Group (ECCS)

  • Lord Howe Island Board (LHIB)
  • Taronga Zoo
  • Jenolan Caves Trust

The review examined all functions within DCCEEW, including:

  • All Corporate and enabling services functions.   
  • Strategy and Policy functions. 
  • Delivery and implementation functions.
